The 2021 N&D Symposium will be held at Seven Springs Mount Resort in Champion, PA on November 17-19, 2021.  The Save the Date flyer is available for download.


Symposium Format

We are currently planning to offer the Symposium in person, however, we recognize that this may change.  We are working on a plan to offer the Symposium virtually if we need to cancel the face to face conference.



We have so much information to share with one another and we encourage you to share what you know and what you do well.  In addition to those quality presenters that we have had at previous symposiums, we have many institutions in the state that we have not heard from.  This is your opportunity! 


Presenters are encouraged to share their programs, population, adversities, triumphs, and lessons learned. This year we are hoping to highlight sessions in the areas of Successful Online Learning Tools, Social-Emotional Learning, Best Practices for Core Subjects and Special Education.  Please consider sharing with your fellow peers so they in turn can help our neglected and delinquent population!


We are asking all potential presenters if they are willing to present face-to-face, virtually, or both, so that we can be prepared in the event we need to move to a virtual platform. 


If you are interested in presenting, please complete the Request for Proposal online by August 31, 2021.  Individuals will be notified by September 10, 2021, regarding the status of their proposal. 


Cover Art Contest

The N&D Committee is excited to announce we will continue the competition for the program cover!  The committee will select the cover at an upcoming meeting, as well as additional winners whose art will be included in the Symposium book. The winning facility will be acknowledged at the Symposium and will receive $500 in art supplies.  Please download the Cover Art Contest flyer.


Participation Rules:

  • Contest is open to any student residing in a Title I Neglected or Delinquent facility

  • 1 (one) submission of student artwork per facility

  • Create artwork on 8 1/2 x 11 paper

  • Include the following content in the design:

    • 18th Annual N&D Symposium

    • November 17-19, 2021

    • Seven Springs Mountain Resort

    • Symposium Theme:  Overcoming Obstacles

  • Scan the full page into a high color quality PDF file

  • Entries must be submitted via email, by a Teacher or Administrator

  • Email the file to nviglione@phcse.org

  • Due date:  Monday, May 31, 2021

  • Winning entries will be acknowledged at the Symposium and have their art displayed in the Symposium book.  The winner will have their artwork displayed at the book cover.  Institutions of the top three submissions will receive:

    • 1st place - $500 in art supplies

    • 2nd place - $300 in art supplies

    • 3rd place - $100 in art supplies



  • Registration

    • Registration will be open September 13 – 24, 2021 

    • All attendees and presenters must register online during this time

    • Late registrations will not be accepted.

  • Free Registrations/Lodging

    • Free registration and lodging will be provided for the first 250 registrants who are representing a Title I funded N&D institution or LEA. 

    • Free registrations per institution or LEA are not limited this year.

  • Meal Costs

    • Meals costs are the responsibility of the registrant.

    • The meal package is required to be purchased for anyone staying at the lodge and should be paid at hotel check-in via cash, check, money order, or credit card in the amount of $162.00 per person.

    • Meal costs are a Title I allowable travel expense and participants may request reimbursement from their institution or LEA.

  • Non-Free Registrations

    • Registrations for non-Title I institutions and LEAs will be accepted for the cost of lodging at $308.00 per person.

    • Meals will need to be purchased upon hotel check-in. 

    • The cost of lodging must be received by Friday, October 1, 2021, or registrations will be cancelled.
